Summary:

Presenting at the Fire Lab Seminar Series on January 11, 2024, Darkhorse Geospatial’s owner, Emmy Harbo discusses the importance the Interagency Data Management Environment (IDME) plays in the future of a wildland fire intelligence. In 2023, Darkhorse Geospatial designed the wildland fire modern data architecture (IDME) and built three Proof of Concepts (POCs) related to fuel moisture, wildland fire incident occurrence, and publishing reference data to a data marketplace. This work was performed under the National Interagency Fire Center’s (NIFC) Data Management Program (DMP). The PoCs will go live in 2024. The seminar can be viewed below. Summary:

Darkhorse Geospatial’s Owner, Emmy Harbo discusses how the company’s work with wildfire open data is driving innovation and improving public safety. 

After supporting the initial site development and data migration, Emmy Harbo, a contractor and owner of Darkhorse Geospatial, now provides design and data maintenance, creates training videos to help people use the site more easily, and answers questions from the public.

“It’s important to me because I can see what a difference it makes every day in people’s lives,” said Harbo, reflecting on the countless news stories she saw over the summer that pulled data from the site.

Darkhorse Geospatial Wins the Inaugural 2021 Federal Chief Data Officers Council Distinguished Achievement in Federal Data Award

Darkhorse Geospatial was the single industry team member on the 6-person government team that won the 2021 Federal Chief Data Officers Council Distinguished Achievement in Federal Data Award

The award was presented by the Department of Interior Deputy Assistant Secretary for Public Safety, Resource Protection, and Emergency Services.

(Prime) September 2023 - September 2024: Data Management Support Department of Interior Office of Wildland Fire.  8(a) Sole Source Contract #0040623382 (P0001) 

The Department of the Interior (DOI)’s Office of Wildland Fire (OWF) is the lead for developing an interagency, enterprise level Data Management Program to support the Wildland Fire Information and Technology (WFIT) program’s efforts. The purpose of this contract is to provide program management and technical expertise needed to support and inform wildland fire data and information requirements for effective incident decisions, management and reporting.

Darkhorse Geospatial was selected as the sole source prime contractor to define the modern Enterprise Data Architecture for all wildland fire. The Data Architects and Business Analysts are developing a vendor agnostic architecture, interagency authoritative data sources and data flows, and provide recommendations and guidance for using the Wildland Fire Data Architecture to support the wildland fire business and technology programs. The EDA, AKA, the Interagency Data Management Environment (IDME) is built for end-users to consume and enables end users to determine what data they need for business decisions and data architects to design data access that delivers what they need.

(Subcontractor) July 2020 - May 2023: National Park Service Wildland Fire Program GIS Support Services Department of Interior National Park Service. Contract # 40P2118 

Darkhorse Geospatial designed and implemented the data architecture and public data distribution for the national, interagency wildland fire community. Work included guiding the National Wildfire Coordinating Group (NWCG) in the development of data standards, creation of data services, development of plans to move disparate datasets into single interagency datasets, developing web portals to provide data to the public, and responding to public comments and question about datasets. Work also included ensuring the NWCG Geospatial Subcommittee continued to follow data standards and best practices for data development and management.

Our team provides metadata standards, ontology expertise, and NWCG business analysis/coordination experience for Wildland Fire IT and NIFC. We coordinate data across interagency business subject areas and NWCG Committees and Subcommittees and excel at communication across federal, state, and local wildland fire agencies. Darkhorse Geospatial was a subcontractor to SAIC on this project.

(Subcontractor)  9/20/2018 – Present Data Science, National Geospatial Intelligence (NGA) Multi-Intelligence Analytical and Collection Support Services GEOINT Task Order 29 Maritime Safety Office, Springfield, VA HM1575-17-D-010

Our Data Scientists in the Maritime Safety Office quantitatively improve the mission areas of Maritime Features, Surfaces, Publications, Events, Dissemination, Source Assessment, and Metrics. We develop scripts to automate processes and enable the use of big data for Maritime Safety. The result of our work provides both digital and hardcopy maritime products, services, and data to support worldwide Safety of Navigation.

Specifically, our Data Scientists work with the government on new production capabilities and services to streamline the collection, processing, and data analysis processes. We work with the government on new production capabilities and services and write and maintain Python Scripts in ArcGIS to develop these new capabilities. Darkhorse Geospatial is a subcontractor to Novetta (now Accenture) on this task order.

(Subcontractor)  December 2017 - October 2022 – Full Motion Video (FMV) Analysis National Geospatial Intelligence (NGA) Multi-Intelligence Analytical and Collection Support Services FMV Task Order 1

Our team provided direct Full Motion Video (FMV) intelligence support to overseas contingency operations in a 24/7/365 high tempo special operations environment.  We provided multi-INT fusion capabilities to provide actionable information on unfolding events and utilize Activity Based Intelligence (ABI) and Pattern of Life Analysis (PoL) to predict activities. Our spatial information, video clips, and intelligence products were critical to mission success and our unique perspective to the complex needs of the mission enables us to recognize the importance of collaborative, integrated intelligence. Our quality intelligence products were frequently used to brief high-level government personnel. Darkhorse Geospatial was a subcontractor to CACI on this task order.
